there should be NPC´s you can use a trick or treat on or like that trick or treat candy like last year.

NPC doesn't have to be a figure of a person, like RPS characters. They are just one type of NPCs. For example, the RPS movement itself is an NPC. The juggle item is an NPC. The jump rope item is an NPC. The /sit command is an NPC.

The quote you posted from wikipedia is just explaining how NPCs react to things. And RPS, juggle, and jump rope are ganis, not NPCs.

If you played Graal client on PC, you'd understand easier. Arrows are NPCs. You don't control it, you activate it by pressing the button. Statues are NPCs. You don't control them, you activate them by walking up to them. If I can walk into an NPC shop and find jump ropes and a yo-yo, I'd assume they are NPCs. :P
