No, I don't think there's really a rule against PMs from friends only. It's actually not a bad idea to check it on during events since you're without a doubt going to receive over 100 pms, and the majority will be something like "hi" or "pick me".

Pharaoh generally doesn't have it on anyways, but if you have a problem (and not a question) that needs solving you'd have more luck submitting a ticket than PMing a GP.

Brick (former GP), Shaydox (former GPA), Axel74 (former GPA) have stated that isn't allowed. No matter the circumstances.

I see a lot of use of the word former here. Ever think about that rules change? I doubt he has PMs from friends only on all the time anyway.

This will be the 6th time this setting has been on. Don't feel like messaging the other GP's because they lead you to the support system when they have no idea what to say (don't want to wait several days for a question that can be answered quickly).
