I dont get why they cant just sell the balloon hats for the people that actually want them, wouldnt it be best if it was that way? It'd be fair seeing how people got them for free and the people who didnt has to pay

Just noticed the higher my AP was the more frequently I had getting tickets and useable things. If that really isn't the case then I have luck.

In the past few days my AP was really low, and all I got was confetti poppers and fireworks, whilst when it was higher, I got cake bombs and other goodies.
