It's more a matter of tools.
Microsoft paint is a kids toy, while paint.net is a free and decent art program

I use MSPaint. I don't recommend it, but it's more than capable with a little outside help.

What are the tools paint doesn't have that would be useful for a pixel artist?

I also use ms paint. the only thing it doesn't have is a means of animating and an option for transparency
