I think the lights are scripted in a way that doesn't affect the cars speed, all of the things you say are just placebo / fake.
Its like running in a marathon, thinking that blinking our eyes will speed us up.

It does work. I tested it out on my fellari which had literally no fuel (very slow) and as soon as I started flickering my lights it went faster. Surprising but epic,
