Exactly my point.
They can't beat you, so they figure they will run crying to staff (even though 8-9 times out of 10 they started it or did something to deserve it). They some how feel getting you jailed for a few hours is them "winning" when in reality, it just shows how pathetic you are that you couldn't defend yourself and had to run crying to staff to have them do it for you. #realist

Trolling is part of ANY game. Especially on PC... Trolling is really the only fun thing to do on there nowadays. If you are playing a game with a community of people, SOMEONE isn't going to like you, or you're going to do something other people don't like. People don't just go around randomly "harassing" players for nothing, they had to have done or said SOMETHING to prompt that action. Being annoying, laming in PK or Spar, talking ****, spamming, etc; Those are also an example of "doing it wrong" as far as playing the game.
Either way, point being, you can block and mute people, so how is them just following you around saying NOTHING really bothering you? That is just being a baby and you flat out shouldn't be playing any MMO if you have a problem with a player being in the same level as you not being able to see what they say.
