Those odds are actually closer to your chance to get a rare item for each fish you hook. Opening a chest gives you much higher odds though, around 1 in 20 of getting a random rare item. The rare items do have different odds though, with pirate swords currently being the most rare.

i am pretty sure that you can get pirate mast and eel whip from chest i think dont know odds tho.

There can be an event for this. 50 or so players will be warped to a big body of water. The sea chest rate increases by a lot. Whoever finds the most wins. Winner can also keep what he/she found in the chests. There should also be a time limit.

i dont think that should be an event because then it would take away from the rarity of the items and events shouldnt give items that arnt event exclusive like hats hs and event items....
