Become familiar with the pics1.png tileset. Making a level is a lot easier when you aren't spending most of your time looking for tiles.

There really is no easy, step-by-step guide that will make you a great LAT, so just practice and practice. Get some pointers from experienced LATs - Pick up on why they're so successful, and use that previous knowledge to your advantage.
