Yes, they would. They did nothing to insight a crime by simply putting more pokemon into places believed to be more crowded at certain periods of time. It would be morally wrong to increase pokemon in an area that could be potentially chaotic and even dangerous, but it would have nothing to do with Pokemon's company.
