No. Part of the rules is that you do not develop a server on Testbed.

You can use RC with a classic subscription but you will need some form of subscription

Classic subscriptions are no longer available. They were a lifetime guarantee to allow us oldbies to always access Classic Servers.

That's your opinion and I respect that but, i'm interested in learning how to create a server and the development of a server.

Honestly, not trying to be rude here or anything, but unless you are absolutely SURE you can get 5-10 people dedicated to helping you whenever you need them, or at all times really, I wouldn't take the risk. I mean, I have seen countless servers just completely fail, and people being upset for loosing all that money over and over and over again. Go with Twinny's idea. If you can get a structured team of a decent amount of people efficiently developing offline content before you even start up the server, then you might be safe for developing. But, you gotta remember this is graal we are talking about. barley any servers get over 20 people, so if your server is extremely successful (which is, really, really, rare these days) you may get that much.

Testbed is only for learning, not for developing a server or creating scripts with the intention of deploying to a server.

That said, you won't be able to do anything with a trial account on Testbed.
