Considering 3/4 of the graalians know graphics as pixel art.. Definitely 2D.. Besides, blender is a ***** to learn.

I would help you, but I'm not that good of a graphics artist yet... I'm learning, but not good enough to work on a server I think :0. Nevertheless, if you need help I'd love to help :).
(If you want to see if I'm good enough, I have some threads on here of my graphics...)

i make lots of level designs on unity i could level design i work better with that then classic tilesets.

If by layers, you mean layers in levels, then yes, it already does.
