I honestly don't get it. What do you consider content, this right here is what I would think of as content. It is a substantial update that changes up the gameplay completely.
Not to mention that it can open up opportunities for more new content.

Hats can be called content. They get added, people buy them and put them on their character. in my eyes this is content.

It is content, but content that doesn't really do much to improve the game. To me, content is something that improves the game to expand upon what there already is and new things to make the game better.

No, Dusty said somewhere that low AP will keep your max HP at 3; only higher AP's can actually use the extra hearts. So really heart questing will be pointless for PKers and tower guild members.

They can easily script it so if you enter spar your hp gets lowered automatic, or just add sword levels.
