Gimp 2, I can't figure out how to do it on paint.net, but I think the program Hw told me was Rotsprite?

that is a program that works, however it may be simpler just to do it within GIMP.

here's some tips

Index your image before you rotate, this will stop any ghost, transparent or new colored pixels from showing up

Rotate at 45 degree or -45 degree angles

Them rotations be to fuzzy. Get your lazy ass up and make the rotations.

Shiz. You have GIMP 2 right? Search for the sharpen tool. Might make those rotations less fuzzy.
