You don't really know the definition of pay2win. It has nothing to do with whether you can buy in-game currency, but whether you are at a disadvantage if you don't.

No Graal Server is P2W at all, honestly. There is no gun only avable for real currency. Sure, there is a gun for 200k on Era iPhone but it is for Gralats only. And you can earn those without spending one cent. It would be something else if you could get (permanent) weapons for money only.

Only factor being advantaged is 'time', other than that you don't get any advantages at all.

The cost of quest content can easily be made in game. The cost of getting every hat and mount, etc, is not. Unfortunately there seems to be more development going toward hats, mounts and such and less going toward development of quests.
