I have always found that admin powers create a platform in which there is an ease for the corruption of admins to use these powers for their own agendas. Especially with the current state of staff which causes there to be an influx of newcomer Brazillians, but don't let this critical, underlying issue distract you from the fact that in 1998, The Undertaker threw Mankind off Hell In A Cell, and plummeted 16 ft through an announcer’s table.

if you told anybody about an app on the appstore, im pretty sure everyone with a functioning brain can figure out it doesnt need jailbreak. meaning that there was no purpose to ask if it needed a jailbroken device or not.

That's not it because inactive players who log on for maybe 10 mins a few times a week who don't do anything get banned for this reason.

As far as offending multiple times goes, they should be more specific then. Getting banned for "various bans" has a different meaning contextually than "repeating [specific offense]"

Can admins use two staff account? Jarace does it. He's the one person who ban me for 2159 hours. Isn't this harassment or something ?

I'm not sure but they don't realise that people can see them when they're invisible,

To answer your question, yes staff members have two accounts. They have their player account and their staff account.
