How about some kind of 'house advertising' building... somewhere official that people could go to check out the houses that are on display/like begging? Like the daycare center, but maybe a hardware store... a real estate office... something that isn't just clogging up the streets of graal city and the surrounding area?

Second off: Making an area isn't going to make a difference. People aren't advertising in highly-populated areas because there is no place for them to advertise, they're advertising in highly-populated areas because they're highly populated.
