The 'problem' is not that simple to fix. Based on what I've seen getting the server moved should help from a networking stand point but it's not the be-all and end-all fix for the issues we're facing.
Anyone familiar with the server moves of the past know how much can go wrong, especially when the one with a huge chunk of the knowledge has left the company.
Hardware-wise I'm not sure how much we can truly scale up anymore so we have to develop new methods to scale out (e.g. instancing / separate servers) while keeping the game experience seamless as possible but these would require changes the server software itself and decentralizing systems and databases that weren't designed with that in mind.
I'm hoping when a 'new Stefan' comes along I (and other notable devs) can help influence these changes and get more functionality built-in rather than kludged on top in GS2.

I'm a mobile dev for a company so I have a lot of experience with the complications.
Graals problem is it's having major growing pains and with the departure of Stefan (AT A REALLY BAD FRIGGIN TIME I WILL ADD) it seems no one really has the authority to go in and mitigate the issues. There really isn't a plan for scaling at this level...
I do feel strongly that as things have been growing, a lot of features have been taken away and has actually hurt gameplay (example level phasing) vs actually improving the experience.
There are solutions but this game needs someone with experience that can go in and get their hands dirty to make a difference.
Also the app hasn't been updated in over a year since Stefan being let go, big indicator of issues :(
TLDR - Graal needs a lead dev again, it's hurting/holding the game back big time.
