And don't forget that shovel was supposed to be only for snowballs (not grass... which you could dig)... So Hammers could be the same (And could be given quest exclusively like the shovel)

Umm the "elves" are actually gnomes and the hammer is used to pound pegs to get to certain areas. Admins have them cuz thats the only way for them to get into said areas. Most questions answered. All that remains is when and how we will be able to get it...

Lets face it. You buy a hammer. What now? You whack people and make them fly away? Not going to happen.

No. Admins have them because admins can give themselves most items. Why would an admin need a hammer to get into an area when they can just warp there?
