Between York Town and Master Li's. You need to complete the quest first.

Just do the whole quest till the end which is the scarf as of right now.

Go back to the guy you gave the pain supply. You will see a door opened up the the store will be empty. Talk to the guy and walk i believe 500 steps i forgot. Can't use mount go back to the shop and you will see the hats.

or just walk around until you see the hats

What guy and paint supply? How do u start the quest?

Can somekne give a brief walkthrough? Thanks

Get a burger from the Burger Refuge, head straight up north and go into the cave. Find person in cave.
