If there is no hard incentive to replay older content, the server will be caught in an endless cycle of perpetually releasing new content to satisfy the attention span of the players, and I don't think that can last unless new missions are released every 1 to 2 weeks perpetually (forever) or something. Really the missions should be treated as "game modes", and people should want to replay all of them. I don't see any valid reason to making people only want to play recent missions. That just makes the choices more limited.

Actually we were planning on doing missions how you described. Sorry to reach out there, but if anyone plays Halo 4, they have a set play list, then 2-3 modes get swapped out and replaced with others. I like this because it is pretty much a weekly update and it can be something fresh for a while. This missions would have to be amazing however, to be swapped in and out and keep play ability high.
Another route is adding missions every week to every other week, and only make them available as you level up, then once in a while we will go back to the old missions and it will give you "double xp" for a limited time. This would increase motive to level up and motive to play older missions.
If you guys have any other ideas, I am all ears
