For this do I email [email protected] with the hat attached? What do i put in the subject bar?

Wrong thread. It needs to be in the iEra section.

Anyway:
Yes the email is correct. Not sure anymore with the subject bar, but I think just put in something like
ATTN: Player hat shop submission

(make sure the e-mail in your profile on iEra is the same as the e-mail you sent your submission)
