Anyone make custom heads here? Also, I've seen some people that have heads that flash. Are they using a .gif to dot his?

Yes.

You could search for a custom head online if you don't really want someone to specifically make it for you. There are a wide variety

Google Search: Custom Graal Heads or if you want to be specific, add terms such as (male, female, animal, gif,etc).

If not, you can check out the Graphics Design Thread and message/post to request those GFX artists to make a head.

probaly got it i absorbed all heads used in late 2014 and 2015 for my graphic collection which holds about 30k graphics
