Photoshop Help
How do I take a 2D image and make it look all shiny and nice? What is the technique to do that call?

You should know better than to post a picture on the internet and ask for "photoshop" help.

Oh. I apologize for the misinterpretation.
All I want to know is just the tools or technique used to alter an image like the one shown in op. I know which tools would make sense to use but I just don't know how to do |

This website is the one I use in my photography class, its pretty handy. As far as I'm aware, it looks like the person cleaned up the edges, filled in the color and added more detail using brushes. The additional affects could also just brushed on, nothing super fancy. |
