Define Jailbreaking.

If you mean having root access to your computer, chances are, if you have an administrator account, you don't need to.

If you mean jailbreaking an iDevice then all you need is a computer and you're good.

if you break it or some **** just plug it into your pc and reset it

you'll be fine

yeah im talking about an idevice. would it be better choice for a chromebook or windows.

Windows, I doubt you'd be able to run any jailbreak tools on your chrome book unless you boot Linux.

Make sure you use the correct files and tool for your exact device build and software.
Also a side-note, the chance is small but you can mess up your device (never happened to me and I have jailbroken like 12 devices so far, but can never be sure)

Oh btw, if you do somehow mess up something just hold the power button for 10 seconds, then the power+home button for 10 seconds without letting go of the power button. After that let go of the power button but keep holding the home button for another 10 seconds. This just force-reboots your device

Well if you use a jailbreak that wasn't meant for your exact device build and firmware then it could obviously mess up your device.
You don't have to worry as long as you're careful and check that you have the right things

Also, if you have the newest ios updates you probably won't have a jailbreak available yet.
