Are the anwers just missing for me? Also Photoshop is not free. You can just get a trial version for 30 days or something like that.

Under heads: what if we modify the hat alot? Or if its an rps hat

It´s just the head being allowed. Sure there are some default heads for free including a small hat, but custom ones are not ok. It´s most likely to avoid you just setting the hat on your head however you want it and stuff. I can´t tell the exact reason, but I´m sure it got a good reason.

All the pixel art on those websites (not including the upload pages and programs) is stolen I recommend you don't take from them...

Stop making guides. People shouldn't be making heads if they don't know how. People with no artistic talent recolor heads, and recolored heads are annoying.

Well how do they know how if nobody ever gives them the tools to learn? And no ... Not all recolors mean no skill... I like my head alot but i didnt favor the hair color so i changed it....

You could message some pixel artists and ask for a request or get them to send you a head they've already made.. Better yet make your own! Making pixel art is a fun skill and graal takes advantage of that.
