Nafets missing hats???
 

So I was having a gander around Graal and came to the river hat shop, theres an npc there, one of the rebels, and he said something along the lines of you should go looking for the missing hats, so basically, is there any free hats that i dont know about?

Nope. Currently it's just some of your usual NPC chatter which means nothing. Hope they do something like a mini questline with it in the future.
