You email your hat as an attachment to [email protected] with an obnoxious title such as "ATTN: GRAAL HAT SUBMISSION" and wait about a year for your message to be deleted along with 600 other messages and graphic submissions in their email box.
Or you could contact NYN Graal via Facebook, forums, or Graal, he seems good on taking hat submissions into more consideration.

Since this is in the Era section I´d suggest him to send it to the iEra mail and contact iEra staff.

No. Probably if it is good enough you COULD get it as a personal for a short time until it will be added to a random shop at a random time. Else it would be placed into Rufus Hat Shop and you will get it for free.

Basicly that´s what I said in my post above

Unfortunately personal hats rarely exist. Only administration can make hats and have them personally uploaded. You can stillmake hats, but as Callimuc said, they'll eventually find their way into a shop where everyone else can purchase them. :(
