Glitch?

I just saw this glitch when if you read something you happen to go down but you can't go up that fast. But when going left and right you go medium. Has this happened to anyone?

1st that's happening if you are going to crash
2nd hardly understood
3rd that's a bug not a glitch

It usually happens when u get ur of the water while lagging.

Happened to me right when i entered a mining place. I went into my car to see if that would help. Just did the same thing in my car
