I had the same problem as well. On the RC login menu, make sure you write your graal account number (ex. Graal876***) instead of your community name.

Level 11 is probably the highest (for players) and it's pretty common now. The tricky part is leveling to 12. It takes me around 3-4 times of doing lvl 6 missions to gain a very tiny chunk of exp....
