I like the idea actually, Except that their should be 5 bases for 1500 hours and under gangs and 2 gangs for 1500 hours and over. This would allow more competition and in the end more gangs to compete without being bombarded by existing gangs. Also it would make it harder for high gangs to get hours which I like so it would balance things out.
