I've already requested a few of these to MilkShake, but here's what i got:

• Dimmable lights in Astros bar (btw, total level rip-off from the iceland restauraunt in classic, just saying but it does make much better use of the design)
• Comic Club as a second bar that the #2 gang of the week can own.
• boombox furniture with the songs from astros bar
• allowing more than just the #1 gang of the week to own astros bar. Ebizou is a good gang, but it's not fair for al the other players who aren't even in gangs. Ebizou abuses their rights with the bar. they use it for their own advantage, only opening the door for themselves, only putting ont he tracks that they want and acting snobby about being the owners.
• Turning the police station into a "mission" or whatever you call little tasks in Era (referring to the giant bunnies task). Would involve kidnapping NPC inmates and returning them to their cells
• Turning the bank or police station into a possible base (im sure this has probably been suggested already in some way)
• mission for basw owners that make them money, so they have to send out some of their gangsters to complete the missions and hopefully get the cash if they succeed.
• official "gang clothing"? or a least, a gang clothing shop selling bandanas, sports tees, etc.
• i've seen the NPC driving around the supermarket, would be cool to see an NPC parade of some sort on specific holidays, like Christmas, etc. you know how some people throw out candy/gifts during parades? well the parade would pause for a few seconds and you could purchase things from it, like furniture, float cars, etc.
• a candy shop! candy would heal your health.
• turn the apartments into houses for players that don't have any packs from the shop. i know alot of Era players who haven't bought the full version, but ocassionally play, so the apartments would be a good temporary residence. maybe you can only rent them for a limited time? similar to the limited days of revive, ammo, etc.

that's all i've got for now. i'm better with brainstorming for Classic, but i hope these get improved on/discussed at least.

edit: rather than driving people around in your taxi or driving people around during missions, why not NPC taxis liek the guy around the supermarket? i'd also like to see the subway station released soon. one of my favourite features from PC.
