Gifs are just animations, each frame is a "layer". I've never used paint before, but I don't think that layers are an option. Basically it's compressed the layers of the gif to something like a png, but the extention is the same. Use gimp.

I use gimp to go through layers and edit. also photoshop. tbh, i dont use other gifs because they are hard to edit. making ur own is more fun
