You are right on all you said, but most of these problems you mentioned can be solved if they high the bounty prices.
There is a kind of anti-boost system, but honestly I dont know if it works.

In order for Bounty points to work, there needs to be a anti-boost system that is guaranteed to work... And im sure it won't work because many people cheat around the boost system often...
Also you can easily boost kills if you go to the towers and just kill all those who enter by the door
