The block doesn't even have to be that high. I was thinking 75-80% or less. Make the damage 4 per bullet so it's a total of 12 damage close range. (3 bullets total right?)

No, two.. I agree on 4 damage per bullet, with 85 % chance of blocking because the KSG only shoots two bullets. It won't be overpowered since the clip size is low and there will be a big freeze and a slow-down when firing, so it will be easy to walk around the KSG.
