Sorry I'm new to this (not the game) how do they choose you? And were? If ur chooses do they pm you? Do you have to be famous on the game or are admins looking at players vote in theyr status?

You will most likely be contacted by street or another PRA via ingame or email once the new Prs have been chosen. No you do not need to be famous and the "vote for me" crap doesn't help. I can tell you that my recomendees aren't really well known but I have seen qualities in them that I think will make them good PRs.
