I don't have permission to add you the Gralats, neither do I have the required rights to do an investigation if you refunded the head and just try to lie or if it was a bug or whatever and neither is it actually my job to do that. PM a PRA for more help

1. Not in this situation as I would need more rights
2. I don't have to as I'm a Developer and not a PR
3. I help people which can ask normally. Also I told you what you should do in the PMs you sent me

also, I contacted the suspect and he is a PRA, he hasn't responded.

Try it at some other time than. As the system is currently bugged we will have to fix it anyway. Than I'm sure everyone will get their gralats back.
