Suggestions:

There needs to be options for automatically closing the pm once you've replied and whether or not you want to store/load chat history outside of the history button. With these, the new message system will seem no different from the old.
Should take this opportunity to change the "This player has blocked you", "This player does not wish to receive offline PMs" and "PMs from friends only" messages to appear when you press the message button. Currently they only appear once you've sent a message and this can be frustrating when you've just typed a long message out.
There also needs to be spam prevention which automatically locks you from sending messages when you're doing it far too fast and frequent, kinda like AIM used to do.
Disable HTML for non-staff, it looks cheap.
