Perhaps to people on gang tag, there could be an optional system, when a gang has taken over a base, it says "BigNoob has taken over Mafia!" similar to notification of when you're killed and such (the writing at the bottom of the screen).

I also think dissolving the ability for alliances to hold bases would also bring more competition as opposed to several gangs ramming themselves into a base and one gang holds it while their allies do all the work, I know this defeats the object of having allies, but it is rather overkill for bases.
