I don't think it will open in that purpose cause, like every 5-10minutes someone gets jailed/warned eventually. And it's all per logs so no need to see if he's lying or not,

How about if it's like in real life court when u have to pay to take the matter to court+pay for lawyer (an admin) etc. That way people would think numerous times before filing a case
