I was thinking that too
But on the other hand someone might join "loyally" just to screw you over when you and whatever co's you have are offline. I can see many instances going wrong with that/people lying, being paid to do dirty work. Ex: I pay a guy in a gang I don't like 1000 shells to die purposefully over and over and guarantee him a spot in my guild. Etc etc
It's like a two sided coin, hmm
Also another problem is people will want to continue joining those guilds that are already active and running taking over the leader boards. This will hinder making new basing guilds as everyone will just join the ones with the most points already. Which will in turn just ruin basing more because there will be no challenge at all.

This and scamming is why I never recruit anyone that I don't know
