Specifically with the united state's government, that was exactly the main issue with the Connecticut compromise. People wanted the right to choose their leader, but some thought the people could not be trusted to choose an intelligent leader. (That issue was exaggerated in Fahrenheit 451).... This is where the electoral college came from, its the best of both worlds. And with jobs, yes, that's where applications and colleges come from. Not sure where this is getting at? The systems in place already are the best systems for making sure people have representation and those representatives are experienced. Regardless of the opinions on the people who are already chosen, be it from a job, or the president.
