It's referring mostly to politicians being unqualified to lead a country, but it also refers to that problem. If average people's votes for government officials were the only ones that counted, people would vote solely based on the beliefs of the politicians. Not on the practicality of their plans. Even that's a problem, as politicians are known liars. An electoral college is still a group of somewhat more educated people. It wouldn't make much of a difference either way.
