Capture the Flag (CTF) was released on classic, and just like everything new, people were swarming it for a few weeks, then slowly lost interest and walked away. Forever... Literally NOBODY plays Capture the Flag in classic anymore, and I think this is the reason it is not coming to GraalOnline Era. The developers would rather use their time on important bug fixes, and holiday updates. Instead of an insanely complicated project, that won't pay off much.
I may be wrong, but I believe this is the reason it has not come, or will not come.

You be wrong :p it's already like 97% finished 
It wont be playable whenever players want, it'll be ET hostable, but will be able to be played often with the rewards.
