OoT and Majora's Mask are too different at their design to compare. OoT was a story-driven game that was developed for YEARS and put most of its effort into the core story/dungeons. Majora's Mask was a game developed in a single year, because they wanted to see if they could, and put much more emphasis on the atmosphere and side quests than the main storyline/dungeons.
I like both, but for different reasons; that's why they're not comparable.
