This year for Halloween sucks....hell do I know where she spawns and this pieces of candy is just pointless to have.

It's not that bad actually. If your having trouble finding the ghost and you don't want to move around, camp out at the ABC school, or hunt down some ghosts.

I always see her and when I try to click her for quiz it never works .-. Lol I failed 8 times.

Click her? Dude, you just walk up to her...
Make the candy business go until the weekend, and on the last day, have the time the ghosts hold the candy for shortened. Much like the when the memorial was still around and baddies were made to drop coins more often and possibly greater quantities.
