The PC version of classic has questing. Original offline Graal The Adventure also had quests and a storyline.

The version of Graal The Adventure (Classic) that is hosted on Graal Reborn is from 2004 before NPC-servers was forced upon it which forced the server to start over from scratch and loose it's population to other servers.

The 2004 version I believe is the most complete/popular version of it. (Atleast on PC)
