Well it's the main driver behind any modern FPS.
People like to be constantly rewarded for playing.

Halo 2/3 wasn't at all progression based. Ranks were much heavier reliant on TrueSkill (Microsoft's version of Elo), and you weren't rewarded for grinding EXP. Most of the rewards (armor) were gained in single player, which I kinda liked. But yeah, almost every new game (even games outside of the FPS genre) is based off of progression in one way or another. I actually cannot think of a game released in the last year that wasn't progression based. Even League of Legends and CS:GO have rewards for progression.
