I don't agree, you can't really compare them because if new weapons are added to Classic it will be through questing, not buying them from shops. Quests are accessible to anyone and it makes the game an actual game with a purpose.
Ever since I started watching the development of Classic iPhone people have always asked what the purpose was. I remember lurking TouchArcade where Stefan said that quests would be added, but then he said that they would be playermade quests, and that stuff just didn't happen. Still, people have always sought a direction from the game, even now, and it will be given one through questing. This will not be questing for hats. Weapons are always introduced with an element of balance, especially within this 'Zelda' style setting. They have their pros, they have their cons, and a conscious effort to maintain that balance would be made.

In other words, you wouldn't sell a giant blade for $50 USD and then turn around and decrease the power by 75% and then tell off all the people who paid for it and complained.
