If they had so many warnings and sentences, why not just ban them? They obviously don't mind being jailed if they have done this and have been caught that many times. If someone is warned, they should be jailed the next time, not receive more warnings. And if someone is jailed like 3 times, it should go to a ban. And after each jail sentence or ban period, the time should be extended considerably.
