This sort of thing falls mainly on the individual managers/staff uploading this stuff. Can Graal be held accountable? Yes, but this is just staff(aka people like you) having stupid judgement. However, you can bypass copyright by 1) not using trademarks and 2) not infringing on copyrighted designs. A red hat can not be copyrighted. A red hat with a white circle and a big "M" can. Avoid the big "M" and you're good to go.
No it won't. If Nintendo finds something wrong, they will send a Cease and Desist about whatever is causing problems and from there Unix and co. can choose to fight it, or remedy the problem(remove the troubled graphics). In this case, the tileset would not be a problem, and they should fight it. However, if some stupid staff uploaded a Pikachu hat, called it a Pikachu hat, then yes, they should remove that.

Play Zelda then Play Graal Classic... Look at the Similarities!
The way the game plays, looks, and how the characters fight are clearly the same sh*t as what it shows on Zelda! Look at how Link slashes his sword, shoots his arrow, pick up items, picks up and tosses the bomb, walks, dies, pushes, and pulls objects... go compare it to Graal Classic! I dare you to go against me and tell me a difference between them... You know they're exactly the same!
Stop trying to be the lawyer here and take a good look at the similarities again.. And for the love of god, don't say that anything is original as long as its edited a little. Fine, let me take your sprites, Color them red and blue, then originally claim them mine. Thats pretty much the same sh*t you're telling me here..
Its not only copyright when characters or property of nintendo are being used but its also copyright when a game plays the same exact thing as Zelda. Don't try to make a F*cking difference between the games because one is online and the others one not..
